Phoenix RE Capital is a Delaware-based real estate investment fund specializing in land entitlement and minor subdivision projects: we acquire undervalued land and increase its value 50-200% by securing the zoning approvals, permits, and subdivision plats needed to make it build-ready, then sell to homebuilders and developers.

What land entitlement actually involves

The U.S. has a housing deficit of more than 4 million homes, the widest gap in 14 years. The bottleneck isn't labor or capital, it's the shortage of build-ready, entitled land. Entitlement is the process, typically 18 to 36 months, run in direct coordination with the county and approving agencies, that turns raw land into a build-ready asset. It's the process you'll learn to run.

The Role

Junior Civil Engineer, Land Entitlements & Project Management

You'll join the team managing entitlement projects, both for the fund's own deals and for our partners'. You'll work alongside our senior land planning professionals through every phase: preliminary site layout, feasibility and civil review, county submittals, and final approval, through to delivery of a build-ready parcel to the builder. This isn't an administrative support role: you'll be the coordination point between the technical team, the county, approving agencies, and the fund.

Direct interface with counties and approving agencies

Manage zoning, permitting, and subdivision plat submittals on behalf of the fund, in coordination with the senior team.

End-to-end technical involvement

From preliminary site layout through civil review, due diligence, and final approval, you follow every phase.

Project management of the full due diligence process

Feasibility studies, zoning analysis, comparable sales, coordination with surveyors and civil engineering consultants.

Real estate specific tools for project tracking

You'll run projects using dedicated tools built for the entitlement workflow, tracking milestones and reporting at every stage.

Regular progress reporting

Update the fund manager and team on project status, milestones hit, and risks to manage.

Ownership through final delivery

Carry each project to a final approved plan, ready for sale to the builder.

Who We're Looking For

The right fit, more than the perfect résumé

No prior entitlement experience required, that's exactly what you'll learn on the job, working alongside our senior land planning team. We're looking for a strong civil engineering foundation, real curiosity about land development, and the discipline to own a project end to end.

  • Bachelor's degree in Civil Engineering, recent graduate or up to ~2 years of experience
  • Familiarity with site civil concepts: zoning, grading, utilities, subdivision platting, from coursework or internship experience
  • EIT (Engineer in Training) certification is a plus, not required
  • U.S.-based or able to work U.S. business hours, you'll be liaising directly with county offices
  • Organized, detail-oriented, comfortable owning multiple project phases in parallel

This role is paid on an hourly basis, in line with current market rates for a Junior Civil Engineer. The exact rate will be discussed and agreed during the interview, based on your experience and availability.
